The Technical Human Resources Manager is responsible for managing the Human Resources aspects of a company's technical division. This includes recruiting, onboarding, performance management, and career development. In this role, you will work closely with the management team to understand the business goals and technical needs of the organization and develop strategies to attract, retain, and grow top talent.

KnowledgeCity is hiring specialists who have already relocated from Russia/Ukraine or are willing to do it immediately.

Key responsibilities

  • Develop and implement Human Resources policies and procedures specifically tailored to the needs of technical employees.
  • Manage the recruiting process for technical positions, including sourcing, screening, and interviewing candidates.
  • Onboard new employees and help them acclimate to the company culture.
  • Develop HR strategies in accordance with business objectives.
  • Build and maintain a compensation system that includes a grid of salaries, bonuses and non-material motivation based on grading and monitoring the salary market.
  • Provide support and guidance to employees on HR-related issues, such as benefits, career development, and performance management.
  • Conduct regular audits of personnel, and develop a system to improve the efficiency of personnel work (KDP/KPI, personnel assessment 360, Performance review).
  • Work with the management team to identify and address employee needs and concerns.
  • Collaborate with corporate HR team members to ensure consistent and effective HR practices across the organization.
  • Continual support of personnel at all stages of work.
  • Accompany the business in solving difficult situations with employees.
  • Various HR duties as assigned by Human Resources Manager and Web Division Manager.

Education and Experience

  • Must hold a Bachelor's degree in Human Resources.
  • 3+ years of Human Resources experience in a technical field preferred.
  • Strong understanding of technical jobs.
  • Ability to effectively communicate with employees.
  • Ability to handle sensitive and confidential information appropriately.
  • Experience with recruitment, performance management, and HR policy development.


  • Must be fluent in English and Russian.
  • Experienced in recruitment for technical positions.
